Building plan
Pre-reviewed
The standardized construction plans are reviewed by the City for applicable code compliance.
San Jose pre-approved ADUs · 2026
San José’s preapproved program can reduce repeated building-plan review because the standardized construction plans have already been reviewed by City staff. The property is not preapproved: the applicant still needs a complete site-specific package, utilities, setbacks and zoning information.

Detailed San Jose guide
01
Preapproved plans are standardized building plans that City staff have reviewed. This can reduce the amount of building-plan review devoted to the repeated structure itself.
It does not mean every San Jose parcel can accept that building. Site-specific zoning, setbacks, utility connections, fire conditions, access and other property facts still have to be reviewed.
02
The City’s preapproved process still expects property-specific documents, including the proposed placement, required utility information, address documents, owner declarations and the water-flow letter.
A clean site package is the bridge between a pre-reviewed building and an issuable permit for a real property.
03
San José states that same-day permit issuance may be available when the site-specific plans and all required documents are complete and accurate at the scheduled review meeting.
That is a conditional opportunity, not a guaranteed timeline. Comments, missing documents, Fire issues, fees or site-specific corrections can still require another cycle.
04
The strongest customer workflow is property analysis first, then plan selection. That avoids selling a plan before confirming whether the lot, development-standard path, setbacks, access and utility conditions support it.
For a matching property, a preapproved plan can become part of a faster permitting strategy. For a nonmatching property, the design should adapt to the site rather than forcing the wrong model.
