Measure the existing garage and document slab elevation, wall and roof framing, door and window openings, ceiling height, electrical panel location, plumbing routes, drainage, property lines and the relationship to the main house.
Compare those conditions with permit records. A garage that looks usable may still require structural, energy, fire, waterproofing or foundation work before it can become habitable space.

San José’s ADU guidance asks about fire access, hydrant proximity and hydrant flow. A water-company flow letter is part of the ADU submittal workflow.
A conversion attached to or close to the main home can also introduce project-specific fire-separation and opening requirements that must be resolved in the permit set.

A garage often starts without the plumbing, ventilation, heating, hot water and electrical capacity required for an independent dwelling. Sewer slope, water routing and electrical-service capacity can be more important than the visible finish work.
Investigate those routes before treating the project as a simple interior remodel.

San José also publishes an AB 2533 legalization program for qualifying unpermitted ADUs and JADUs. A legalization project is not the same as designing a new garage conversion, and the City uses a safety-focused process with its own documentation and inspection steps.
If the garage was already converted, first determine whether the goal is legalization, alteration, or a new permitted ADU scope.
